The lessons to be drawn, and the differing interpretations that follow, raise a central question: what exactly happened on Monday in Southwest State, Somalia? A brief examination of the political context is essential. Ethiopia has long viewed this region through a strategic lens, even before the birth of the Somali Republic, at times considering it within its sphere of influence, shaped by security priorities and broader national interests. Recent developments suggest a possible shift in Addis Ababa’s posture toward the Southwest administration in Baidoa and its regional leader, Abdiaziz Laftagareen. A high-level delegation, including military officials from Ethiopia, reportedly arrived in Baidoa late last week and met with Laftagareen. This raises important questions. During President HSM’s visit to Addis Ababa, where Southwest State was reportedly a key topic, Ethiopia is also understood to have expressed concerns about the potential deployment of Egyptian troops to Baidoa. Against this backdrop, did Prime Minister Abiy Ahmed agree to support HSM’s position regarding the Southwest State? If so, what understandings or concessions may have accompanied such support? Alternatively, it is worth considering whether decision-making dynamics within Ethiopia are more complex. Some claims attributed to Villa Somalia suggest that elements within the Ethiopian National Defence Force may not be fully aligned with central command structures. While these assertions remain unverified, if there is any fragmentation or lack of cohesion, it could affect how regional engagements are conducted and interpreted. Such claims, whether accurate or not, point to broader uncertainties. 🚨 Somalis pay attention to this important fact from the official March 2026 constitutional amendments document. Chief Justice Bashe Yusuf Ahmed born in Hargeisa Somaliland in 1982 with a long career in Somaliland government and judiciary is currently President of the Federal Supreme Court since 2018. According to the document on page 217 the Supreme Court under him is temporarily exercising full powers of the new Constitutional Court until the new 5 judge court is formed within 60 days. This means he will decide on critical issues including FMS border and formation disputes federal intervention in member states constitutionality of laws and power sharing conflicts between the federal government and member states. Somaliland-Specific Angle (Direct Tie to the “Somaliland Bloc”) Qodob 190aad (transitional clause) explicitly states the entire new Constitution only becomes permanent after incorporating the outcome of Somalia–Somaliland negotiations, and before the final public referendum. Any dispute or interpretation arising from that clause will land on Bashe’s desk while the Supreme Court is still wearing the Constitutional Court hat. Bottom line: Right now (26 March 2026), Chief Justice Bashe Yusuf Ahmed is the single most powerful judicial gatekeeper in Somalia. He is handling: • All constitutional disputes (federal vs. FMS, laws, borders, interventions). • The interim Constitutional Court docket until the new 5-judge body is sworn in (expected by late May 2026). No other judge or institution has this temporary authority. Somaliland has double agents in key federal positions.
