In 2019 the Parent & Grandparent Program was a first-in program. The "wastage rate" was 5%.
From 2020-2023 the program changed to a lottery, with no new sponsors being allowed to join since 2020.
From 2020 - 2023 the invitation to apply wastage rate inncreased from 22% - 37%.
