This is a joke. In the most optimistic case, building housing takes years, and does not directly bring most rent prices down. The way to prevent housing prices from rising? Cap the rent increases! Pass literally any housing home rule petition.

@mikeleyba There is evidence that building houses brings down rents. Anyways, why should we trust individual towns, many of which have fought any multifamily housing (including any affordable or public housing) to implement rent control home rule petitions responsibly?
