FIFA have approved new rules to stop time-wasting at the 2026 World Cup. They are good rules. But there is already a loophole and it involves goalkeepers. Here are the rules. You might be familiar with some of them: 1) If a referee considers a throw-in or goal kick is being deliberately delayed, a visible five-second countdown begins. If the ball is not in play before the countdown expires, the referee can give possession to the opposition. So in practice, a delayed throw-in gets given to the opponents and a time-wasting goal kick becomes a corner cick. 2) Once the substitution board goes up, the player being replaced has ten seconds to leave the pitch. If they do not, the incoming player must wait until the next stoppage after at least one minute has elapsed. I'll like to see this one in practice. 3) VAR can now intervene in three new situations: an incorrect second yellow card leading to a red, mistaken identity in disciplinary decisions, and corner kicks clearly awarded in error. Before the VAR was limited to 4 decisions viz red card rescinsion, mistaken identity, goal/no goal and penalty/no penalty. Its use is wider now. 4) Finally, DOGSO has also been broadened, meaning a defender can now be sent off not only for fouling an attacker heading directly toward goal, but also for a foul that prevents a clear pass to a teammate who would likely have created an imminent scoring chance (I have written on this before). Now here is the problem. Goalkeepers who go to ground claiming injury are still exempt from the countdown rule, meaning any team wanting to waste time in the closing minutes of a game will simply instruct their goalkeeper to go down.
