@SouthwestAir is it company policy for flight attendants to utilize the front bins, thus restricting luggage space for front row passengers?

Not a good day to fly Southwest. Flight 491 from St. Louis to Houston delayed due to no crew. Informed no wifi or cups for hot beverages. Push-back from gate causes incident that the front gear needs to be checked by maintenance. Had to go back to gate. Counting at 1hr delay
