NATO was established on April 4, 1949, primarily to deter Soviet expansionism and prevent the resurgence of nationalist militarism in Europe following World War II. It provided a collective defense pact (Article 5) binding North America and Europe, countering the threat posed by the Soviet Union and promoting political stability.

NATO says that they are working to understand why the Trump Administration decided to remove troops from Germany.

The US does not pay normal market rent to Germany for those bases. And rent is not even the main point. Germany provides US forces with land, infrastructure, construction administration, security, tax/customs privileges, housing arrangements and follow-up costs. Free or below-market use of public assets is an economic subsidy. No invoice does not mean no cost.
