However, the OP is talking about the Acknowledgement of Country which is simply a spoken acknowledgement that can be done by anyone, Aboriginal or non-Aboriginal. Even pilots do it when landing. The WTC can only be performed by an Aboriginal person who is on their 'country' and involves dance and sometimes song.
