The dispute escalated to involve both levels of government before Ottawa issued a formal written response. Transport Canada replied in a 12-page letter addressed to four B.C. cabinet ministers, stating that Canada holds exclusive jurisdiction over aeronautics and that no person, group, or level of government has the legal authority to restrict Canadian airspace or impose consent requirements on aircraft operators.
