Talking about the problem has never been our weakness. Acting on it is where we consistently fall short. We had World Bank funding on the table to implement a full Bus Rapid Transit (BRT) system—an upgrade that combines the speed and reliability of rail with the flexibility and lower cost of buses. Unlike ordinary buses that sit in the same traffic jams as everyone else, a properly designed BRT glides past the chaos on its own dedicated right‑of‑way. The World Bank gave us only two conditions: 1. Establish a Metropolitan Area Transport Authority (MATA) 2. Acquire the right‑of‑way (RoW) for the pilot corridor I supervised the consultant who drafted the Principles for the Metropolitan Area Transport Authority (MATA) Bill. I also prepared the Cabinet Memorandum for establishing the Authority, which Cabinet approved on 4 May 2016. Up to that point, everything was on track. Then the derailment began. Petty turf wars—driven by personal interests—broke out between @KCCAUG and @MoWT_Uganda. Meanwhile, @mofpedU (and perhaps even MoWT itself) failed to secure the funds needed to acquire the RoW, estimated at UGX 70–100 billion. The pilot corridor—Kireka to Zana—had its designs completed, revised, and re‑revised at least three times. Yet with no RoW and no institutional harmony, the project slowly suffocated. As usual, we sabotaged ourselves. And a transformative project died quietly, not because it was impossible, but because we lacked the discipline to follow through. While we were here playing our shenanigans Dar es Salaam completed construction of theirs and its operational.

We have — and for a long time, been talking about investment in reliable, efficient public transit options like buses, metros, light rail — and other things like car pooling incentives, AI traffic management optimization systems, enforcement of discipline for riders and drivers on the roads e.tc!

Fellow Ugandans, esteemed veterans of the liberation struggle, gallant officers and men and women of the Uganda People's Defence Forces, distinguished guests, and all patriots , Good afternoon, and warm greetings on this momentous day. Tomorrow, January 26th, we solemnly commemorate the 40th anniversary of the NRM/NRA Liberation Day — the historic day in 1986 when the brave fighters of the National Resistance Army, under the visionary leadership of His Excellency President Yoweri Kaguta Museveni, triumphantly entered Kampala, overthrew the oppressive regime, and restored hope to our beloved nation. This was not merely a military victory; it was the liberation of the Ugandan people's dignity, sovereignty, and future from decades of dictatorship, chaos, and bloodshed. The gallant men and women of the NRA — many of whom paid the ultimate price — fought with unmatched courage, discipline, and commitment to the revolutionary principles of patriotism, unity, and fundamental change. Their sacrifices laid the foundation for the peace, security, and development we enjoy today. As the Chief of Defence Forces, I stand before you with profound pride and humility. The Uganda People's Defence Forces is the direct heir and proud continuation of that heroic NRA tradition. We remain steadfast guardians of the gains of the liberation struggle: defending our borders, protecting our people, supporting regional stability, and contributing to nation-building in every corner of Uganda. To our veterans and families of fallen heroes — your unwavering resolve and blood spilled in the bush war will never be forgotten. You are the true architects of modern Uganda. The UPDF honors you, supports you, and draws eternal inspiration from your example. To the young officers, soldiers, and recruits of today — you are the custodians of this legacy. The threats may have evolved — from internal subversion to external aggression, terrorism, and emerging challenges — but our mission remains the same: to safeguard the peace won at such great cost and to ensure that Uganda remains a united, prosperous, and sovereign nation. On this Liberation Day, let us renew our pledge to the ideals of the NRM revolution: hard work, patriotism, Pan-Africanism, socio-economic transformation, and zero tolerance for corruption and division. Long live the memory of our liberation heroes! Long live the Uganda People's Defence Forces! Long live His Excellency the President and Commander-in-Chief! Long live the Republic of Uganda! When Liverpool drew 2–2 with West Ham on April 27, 2024, Mo Salah warned, “There is going to be fire today if I speak.” Not long after, Klopp resigned, Slot arrived, and Liverpool went on to win the Premier League with Salah breaking records and setting new ones. His point was simple: sometimes the truth is so explosive that silence is the only safe option. So let me borrow his words. We are losing thousands of people every year to Boda-Boda crashes. Thousands. Families shattered, hospitals overwhelmed, a national crisis hiding in plain sight. And yet—somehow—we are still encouraging this chaos. We are still normalizing it. We are still calling it “employment.” It hasn’t escaped my attention that even the President has framed Boda-Bodas as job opportunities. As if a nation should accept mass casualties as a labour policy. As if survival on the road is a matter of luck, not governance. If I speak, there will be fire. But I will speak any way. Personally, I have come to believe that some leaders are receiving very poor advice. In this particular matter, a technocrat involved the Minister to indirectly endorse Boda Boda (electric or petrol) despite the fact that he knows the effect of Boda crashes and this should never have happened. My intention has never been to cast the Ministry or the government in a negative light; however, some of these decisions are so baffling that they leave many of us genuinely dumbfounded.

I have had quite a day on X. I have been threatened with arrest and targeted by supporters of President Museveni, as though I had uttered something extreme against him. For the record, I am a government employee, and it is perplexing to watch public servants scramble to explain situations that are, in my view, quite straightforward. The statements released by @MoWT_Uganda, @PoliceUg Traffic, and @StateHouseUg illustrate precisely why the gridlock occurred. Each institution has issued a different account, and together they reveal the lack of coordination—and likely the absence of any meaningful intervention—during the night. The Traffic Police Spokesperson, Mr. Kananura, stated: “It is not true that the President of Uganda had any connection with the traffic jam in Mpigi along the Masaka–Kampala highway. This gridlock was caused by the high volume of traffic from Masaka heading toward Kampala coupled with indiscipline of motorists.” He also posted a photograph of a truck and a lorry said to have been involved in a “crash.” The red truck, apparently carrying heavy stones, appears to be parked squarely across the highway, while the lorry heading toward Kampala seems neatly positioned by the roadside. Notably, he did not mention the registration numbers of the vehicles—details he routinely provides in crash reports. The Ministry’s statement reads in part: “The severe traffic congestion experienced on the 29th/30th December 2025 along this section was not caused by any road closures to facilitate political activity by H.E. the President of the Republic of Uganda, Gen. Yoweri Kaguta Museveni, as has been inaccurately portrayed in the online space. We therefore categorically dismiss these claims. The President has consistently demonstrated responsibility and strict adherence to established protocols, conducting all public engagements and rallies exclusively at designated venues.” No reference is made to any road crash. Meanwhile, the statement from @StateHouseUg notes: “For clarity, very limited and time‑bound road closures during presidential movements are standard operating procedures world over and are carefully coordinated to minimize disruption. In this instance, several other factors significantly contributed to the congestion.” This appears to contradict the Ministry’s position which said the congestion “was not caused by any road closures to facilitate political activity by H.E. the President” Thus, the Ministry and State House present narratives that differ markedly from that of Mr. Kananura, who makes no mention of road closures and instead attributes the gridlock to a crash—an incident the Ministry and State House do not acknowledge. It becomes difficult to determine which account is accurate. In my view, the @StateHouseUg statement is the more realistic of the three, though it still falls short by failing to express any regret. As I have already stated, there is no weakness or embarrassment in acknowledging mistakes and offering an apology where appropriate. I have also been clear that the President himself should not be blamed; rather, responsibility lies with his handlers. Yet, instead of reflecting on these issues, some of these individual handlers have chosen to threaten me with arrest, investigation, and exposure. One wonders why such energy is not directed toward improving their work ethics, instead of targeting a junior civil servant who simply understands what ought to be done.

They are still arranging their papers. The Deputy Registrar has only signed the indictment today (30/12/2025). The first time a judicial officer has signed any indictment against the accused in these proceedings. It is the State delaying the trial. No evidence; no intention to follow the law. Bad faith!
