Nah they aren't and they don't need living areas, so I wouldn't say this. I think they just sucked at dilation and demo-scaling while also conveniently having the canonically mysterious lower levels shut off from likely being accounted for to help offset scaling issues. Ntm it's a massive tourist city so it needs hotels. The higher up you go, the bigger the houses and the more giant attractions, more amenities. Still underscaled though, by a lot.
