CLARIFICATION OF INCIDENT AT WASHINGTON DC HOTEL An unarmed member of the security detail of a Rwandan VIP staying in a Washington DC hotel inadvertently encountered security agents of a DRC delegation in a hotel hallway accessible to all guests. Both delegations were staying at the same hotel. The Rwandan detail member was briefly restrained from accessing the elevator by the DRC security agents, which was inappropriate and wrong behavior in a common area, but the matter was eventually resolved without further escalation. Following this incident, the Rwandan party made a decision to change hotels, but were harassed and filmed by unknown persons as they checked out and departed. Despite this provocation, the Rwandan team was restrained and professional at all times, and carefully avoided any confrontation. There has been gross misrepresentation of what transpired, including blatant dishonesty by the DRC Minister of Information in a press conference last night. These contemptible lies should be disregarded and condemned. END

This is spot on. Each time H.E. addresses leaders, the decision by RBA to broadcast the sessions live countrywide is intentional—it underscores that the message extends far beyond those in the room. Framing it as relevant only to officials in attendance limits its true value. The insights shared are meant to drive a culture of accountability, discipline, and performance across every sector and at every level. Their real impact lies in how personally we receive them—and how deliberately we translate them into action within our own spaces, regardless of role or industry.

I watched HE’s closing speech at the Leadership Retreat and I also followed our reactions in WhatsApp groups and on social media. It feels like many of us are avoiding the most obvious and important part of his message. The concern about accountability is not only about GoR officials. It shows up in our homes and in our workplaces and in government of course. Maybe each of us needs a personal « Mwiherero ». The kind where we ask ourselves honest and sometimes uncomfortable questions. Think about your « to do list » from last month. How far did you go with it? Rwanda is making progress towards adding nuclear power to its energy mix. An IAEA Integrated Nuclear Infrastructure Review (INIR) mission recently visited Rwanda to assess the country’s progress in developing the infrastructure needed for a safe, secure and sustainable nuclear power programme. Rwanda aims to have nuclear power supply 60–70% of its energy mix, with its first SMR expected to be operational in the early 2030s. The mission’s recommendations will help Rwanda further strengthen its nuclear infrastructure and advance its readiness to introduce nuclear power in line with international safety standards and global best practices. The sustainability of Rwanda's bilateral counter-terrorism deployment in Mozambique, if our forces are actually needed, depends on adequate, predictable funding. This is what the European Peace Facility partly funds, and so far around €20m has been disbursed. The full cost to @RwandaGov is at least 10 times more, in addition to the ultimate sacrifice of loss of soldiers’ lives, all to stabilize Cabo Delgado. Rwandan Forces went to Cabo Delgado in 2021 at the request of the Mozambican government, to work with a brotherly African country that needed the support, money was not the first consideration. The results of this deployment are evident: civilians have returned to their homes, children are back in school, businesses reopened, mega foreign investments are secured. To be clear, the work of RDF in countering terrorism in Cabo Delgado has benefitted the Mozambican people and the companies investing in LNG, and supporting that work is not a favor being granted to Rwanda. Should the RDF Command assess that the work being done by Rwandan Security Forces in Cabo Delgado is not appreciated, they would be right to urge the government to end this bilateral counter-terrorism arrangement and pull out. @mattstephenhill

Despite all the reports of increased FARDC coalition drone attacks in North & South Kivu. Despite MONUSCO presence in Goma. Despite all the hurriedly deleted celebratory X posts by pro-FDLR/pro-Kinshasa accounts. Every life matters.

“For Rwandan security officials, the FDLR poses both a physical and an ontological threat to Rwanda’s post-Genocide development.” For me, this concern extends far beyond the security sector and it’s officials. For any thoughtful Rwandan, the FDLR represents more than a remnant genocidal force — it is a generational threat. The issue is not only the instability and violence they have caused over the past 30 years. The deeper danger lies in their capacity to sustain and transmit a toxic genocidal ideology across communities and generations. We have seen how this ideology has influenced and mobilized armed groups (Wazalendo) and narratives in eastern Congo, fueling hostility against Congolese Tutsis and echoing the same dehumanizing patterns that led to the atrocities of 1994. At this point in our history, Rwandans clearly understand the existential threat the FDLR poses to our country and to future generations. Rwanda has spent the last three decades rebuilding on a foundation of unity, dignity, and resilience. Protecting that foundation requires vigilance and clarity of purpose. There should therefore be no hesitation in ensuring that this threat is fully addressed. As a nation that has worked tirelessly to rebuild and move forward, Rwanda cannot afford to allow the ideology that once destroyed our society to survive, reorganize, or distract us — whether psychologically, politically, or through renewed conflict.

“a word given cannot be perpetually broken, and the brazen contempt for human lives cannot endure.” No one can argue with this - but above the noise, this is the reality: The Government of the DRC remains the #1 backer of FDLR, which is an existential threat to Rwanda. No matter how many lies and resources are invested into propaganda to distract from DRC state sponsorship of the FDLR, this problem is not going away. One-sided sanctions unfortunately only serve to embolden the Government of the DRC in its insistence on a military solution. The result is what we see now: prolongation of the conflict, escalation of violence, lost opportunities and importantly, lost lives Also not going away is the internal situation in the DRC: the AFC/M23 is fighting persecution based on the policies of the Government of DRC that support proponents of genocide ideology (the recent inflammatory rhetoric by FARDC General Ekenge on national TV is one of too many examples) - this is the root of the extremist ethnic violence which threatens our whole region. These facts cannot be distorted or overlooked in the search for a solution to the crisis. The way forward to lasting peace and progress is already laid out in agreements reached in the past year, including the comprehensive Washington Accords, but the DRC appears more interested in continued war than in implementing its obligations in the peace processes.
