দুর্নীতির বিরুদ্ধে নাগরিক সচেতনতার জায়গাটিকে প্রশ্নবিদ্ধ করতে আমরা যতটা সক্রিয়, দুঃখজনকভাবে সেই তুলনায় দায়ী প্রতিষ্ঠানগুলোর অবহেলা নিয়ে প্রশ্ন তোলায় আমরা ততটাই নীরব। সড়ক নির্মাণে যখন একের পর এক অভিযোগ আসে, হাত দিয়ে কার্পেট উঠে যাচ্ছে, রাস্তা ভেঙে পড়ছে, তখন প্রশ্ন ওঠে, কেন হাত দিয়ে কার্পেট উঠানো হলো, কেন এসব তথ্য দায়িত্বপ্রাপ্ত কর্তৃপক্ষকে জানানো হয়নি। কিন্তু কেউ জিজ্ঞেস করে না, অভিযোগ জানানোর পর আদৌ কোনো কার্যকর ব্যবস্থা আজ পর্যন্ত নেওয়া হয়েছে কি না, কিংবা জবাবদিহির কোনো কাঠামো গড়ে উঠেছে কি না। এই নীরবতাই দুর্নীতির সংস্কৃতিকে টিকিয়ে রাখে।
