That’s false. Governor of West Bengal can call incumbent Chief Minister to prove majority on the floor of the Legislative Assembly. If they lose the floor test, they are constitutionally bound to resign.
Otherwise, as under Article 164, the Chief Minister holds office “during the pleasure of the Governor.” If the CM has clearly lost the mandate (election results) and refuses to resign, the Governor can withdraw pleasure and dismiss them.
Governor, under convention and constitutional practice, is obligated to invite the leader of the party/alliance commanding majority in the newly elected House to form the government. The outgoing CM has no legal standing to block this once the new House is constituted.
President’s rule is the last resort.

Governor can maximum ask Mamata Banerjee to resign, but the Governor can never force her to do so. If Didi does not resign, the Governor can recommend President's rule. In that case, no political party will be able to remain as the ruler in Bengal. Again we have to face election in that case
