Their crime? They didn’t have enough money.
A farmer misses the minimum balance - Penalty.
A pensioner withdraws money for medicine - Penalty.
A daily wage worker falls short by a few hundred rupees - Penalty.
The poor keep money in banks for safety. Not to be quietly fined for being poor.
Financial inclusion should protect small savings, not punish small balances.
In Parliament today I proposed ending minimum balance penalties so the banking system stops charging people for their poverty.
In the zero hour today raised the issue of judicial over reach in the case of banning Professor Michel Danino and two academics from any role receiving public funds for including a chapter on judicial corruption in NCERT Class 8 textbooks
Public memory is short. Few remember that 2005 saw 1300–1500 deaths due to encephalitis in eastern UP.
There was shock and anger because the numbers were unusually high. The scale drew global attention, with reports in international media and medical journals. Otherwise, many hundreds of deaths had been common in this region for decades, so much so that people had begun to accept it as part of life, and politicians largely looked the other way. This continued till 2017.
Then someone who was determined to change it took over. The new CM, Yogi Adityanath, himself from the affected region, made it a priority. The approach changed. Instead of treating encephalitis as an inevitable seasonal outbreak, the administration shifted focus to prevention, surveillance, and grassroots intervention.
Efforts ranged from strengthening hospitals and surveillance to addressing root causes through sanitation, clean water, vaccination drives, nutrition programs, and village-level health monitoring.
The results were striking. By 2024, encephalitis cases dropped to 116 and JE to just 5, with zero deaths reported. ZERO! A disease that defined eastern UP for decades has almost disappeared from the headlines.
This is one of the biggest public health success stories that did not receive the attention it deserved. Had this been achieved by states like Kerala or Bengal, it would have become a global story, with WHO and UNICEF showering awards and recognition. But since it is UP, it is quietly downplayed.
The next social justice reform the govt should bring is UPG (Universal Patient Guarantee).
1. If, despite so much social justice reforms, a reserved or management-quota doctor is not able to get patients in their OPDs, UPG will come into the picture.
2. UPG flying squads will roam around city clinics and monitor patient load. If needed, they will then pick up patients from waiting area of unreserved clinics and redistribute them to reserved/management-quota clinics.
3. Any patient resisting this will be reported by the UPG flying squad to the UPG legal squad, which will conduct a preliminary inquiry and then recommend to the police to book such patients under the Atrocities Act.
4. Clinics with excess patient load will be declared “Patient Hoarders” and asked to display a red warning board: “This clinic has more patients than socially permissible.” Such clinics will pay a 50% UPG tax.
5. Patients showing repeated preference for unreserved doctors will be mandatorily enrolled in a Sensitivity & Equality Counselling Programme, where they will be taught by JNU arts faculty that “competence is a social construct.”
6. A Patient Redistribution App (UPG-Setu) will be launched. Patients booking unreserved doctors more than twice will be automatically reassigned to nearby reserved/management-quota clinics in the interest of equity.
7. Emergency cases will be triaged by a UPG task force consisting of a retired judge, and two serving IAS officers, who will assess patients not by severity but by representation deficit and divert patients to underperforming clinics.
8. Patients attempting to cross city limits to avoid UPG allocation will be stopped at checkpoints by the Patient Equity Police and redirected to the nearest compliant clinic.
It might sound absurd right now, but given the direction the republic is heading in, who knows what’s possible.
