В результате решения заблокировать интернет свобода в России из абстрактной ценности вдруг перешла в ранг колбасы в магазине, которая вдруг стала недоступна. Это черный лебедь, который Кремль устроил себе сам. Он привел - и уже приводит - к тектоническому сдвигу в стране. Это мера, которую не принимают а) совершенно лояльные, б) политически нейтральные, в) патриотические и пропутинские слои населения. Именно поэтому издержки от этого решения перевесят все плюсы для власти. Результаты реальных закрытых опросов ужасающие: как говорит Алексей Венедиктов, в Москве среди опрошенных до 19 лет эту меру одобрили аж 2 процента населения. Не стоит испытывать никаких иллюзий по поводу этого решения. Оно состоит, на мой взгляд, из двух компонент. Одна - это стремление Владимира Путина к тотальному контролю над СМИ. Когда он пришел к власти - взял телевидение, не заметил, как отрос интернет, заметил - решил решить проблему системно. Вторая - это силовики, которым поставили задачу типа: "чтобы этот РДК никого не вербовал" и "чтобы это радио Свобода никто не слушал". А силовики решают любую проблему очень просто: давайте запретим. Любой чиновник руководствуется принципом: "моя задница важнее твоей прибыли и твоего комфорта" и склонен принимать такие решения, которые максимизируют его безопасность, а все экстерналии (то есть издержки от этих решений) перекладывают на тех, кто является субьектом решения. Таким образом, нет, это не случайное решение - это системный подход. Однако издержки от этого решения для самой же власти реально - и практически впервые за время правления Путина - перевешивают плюсы. Интернет - это не НТВ, которое можно было перепрограммировать и за которое никто не вступился. Не радио тысячи деколонизованных пельменей, на которое плевать. Не поуехавшая оппозиция, которая мечтает о расчленении и унижении России. Это - необходимая услуга, совершенно критическая в современном развитом обществе для всего: заказать во Вкусвилле, зайти на сайт. проверить информацию, связаться с бабушкой, построить бизнес, делать ресерч, и так далее. Это технология вроде ковки металла. Попортить интернет - это как людям, которые узнали ковку металла, велеть перейти на каменные ступки. То, что совершенно лояльные и аполитичные люди - от Виктории Бони до Охлобыстина и Вассермана, не говоря уже о военкорах, поголовно против - это очень показательно. То, как они строят свои обращения, - все перекладывая на "во всем виноват роскомназдор" и "Путину не сказали" - тоже совершенно правильно. Только такой подход и может сработать. Никто этих выступлений, разумеется, не "заказывал", но шанс, что они хотя бы отчасти сработают, достаточно большой, и будет опубликвано что-то вроде "Головокружения от успехов" В конце концов, впны в России скачали 300 млн раз, и пользуются ими сейчас около 50 млн. То, что поуехавшая оппозиция в этой ситуации сама себе стреляет в ногу и кричит, что лоялисты "не так просят", и с лоялистами ей не по пути - скорее хорошо. Больше шансов, что интернет оставят
