There has been an interesting lore started in Chinese defense enthusiast circle that this PLA serviceman is the current Chinese leader Xi Jinping himself as a member of the Chinese delegation that visited the US, including boarding the carrier USS Ranger. I personally don't believe this is true but there are indeed uncanny connections. It was the 1980, the PRC and the USA had just establish diplomatic relationship the previous year. PRC was seen as an important counterweight to the Soviet Union in Asia. The PLA was in desperate need for modernization and the US was willing to help. A delegation headed by the then Vice Premier, and also a standing member of the Central Military Commission, Geng Biao was sent on a tour to US to establish deeper connection between the two militaries. Here we can see Geng himself sitting at the Captain's seat of the Ranger. In the year 1980, Xi Jinping himself was an active duty officer of the PLA and was working as one of Geng's secretary. This is a portrait of him in the iconic Type 65 uniform. So technically, it is possible that he could be a member of the delegation but it would be almost impossible for no official record and mentioning by both US and China. The rationale behind this lore is to create some sort of romanticized connection with the Chinese carrier program and Xi's career. Although such connection is also not unfounded. According to official Chinese reporting, Xi is the final decision maker to pause Fujian's construction for a redesign to incorporate the EMALS instead of the originally envisioned steam-based system. It is no wonder that he visited the catapult control station and pressed the launch button himself during his visit on the Fujian for the commission ceremony.
