Serious question--do we know who invented NPS? Was it an American?

NPS (Net Promoter Scores) are a bit weird, aren't they? The idea is to fish for 9/10 and 10/10 scores. But that seems culturally skew-iff. In Australia, an 8.5 is a High Distinction. It's great mark! And no, I'm not going to up my score to 10 to make your SAAS feel better, soz.
