Also: UK FOCs will not be integrated with infra manager, meaning there's no consistency of policy inside UK. And where does "passenger service" value chain end? - ROSCOs, retailers, even manufacturers? Like in 1920s?

It's a natural monopoly & part-subsidised by taxpayer, like Air Traffic Control & road infra. Infra cost is no justification to keep concessions. On the contrary: OA reduces taxpayer burden = more to spend on infra

Change entire thing to Open Access. Not an anomaly: already the case in all German, Swedish & most CZ & Vienna-Salzburg long-distance + French Italian & Spanish HS

Why subsidise long-distance routes at all, if they can be commercially viable? UK govt has money to waste? In many EU countries, Open Access is default, easily serving societal needs

Zur Wahrheit gehört leider: Es bringt nichts, weiter Steuergeld im Konzern DB AG zu versenken, solange Töchter wie die DB Fernverkehr vom Staat unkontrolliert wurschteln können. Das Geld gehört in die DB InfraGO, die Infrastruktur. Den Rest können Private besser.
