The Global South just stopped asking for a seat at the table. India this week put 38,000 GPUs into public compute, committed $1.1B to a state-backed AI fund, and started its first chip fab. Every major lab CEO flew in. Twenty heads of state showed up. This is not a developing market catching up. This is a sovereign AI strategy being executed in real time. The countries that got written out of internet-era governance are not making that mistake again. The rules for the next decade of AI are being written in New Delhi, not Washington.
