Decisions about things like funding or where facilities go have to be made for proper legal purposes, not to reward supporters or punish areas that didn’t vote for them. Courts can step in through judicial review if a government: - Uses powers for the wrong purpose (e.g. political punishment rather than policy need) - Makes decisions that are irrational (ignoring all normal factors like cost, safety, suitability) - Relies on irrelevant considerations (like how an area voted) So a policy of “vote for us or we’ll punish your area” would fall apart the moment someone challenged an actual decision in court. In short: they can say it on a leaflet, but they couldn’t lawfully do it in government.
