𝐓𝐡𝐞 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐨𝐟 𝐒𝐨𝐯𝐞𝐫𝐞𝐢𝐠𝐧𝐭𝐲 𝐁𝐢𝐥𝐥, 𝟐𝟎𝟐𝟔 (𝐁𝐢𝐥𝐥 𝐍𝐨. 𝟏𝟑 𝐨𝐟 𝟐𝟎𝟐𝟔) The Protection of Sovereignty Bill, 2026 was gazetted on 13 April 2026 and tabled before Parliament on 15 April 2026. The Bill proposes far‑reaching regulatory and criminal measures aimed at addressing perceived foreign interference in Uganda’s internal affairs. If enacted in its current form, the Bill will have significant implications across multiple sectors, including NGOs, private companies, financial institutions, media houses, academic and research institutions, faith‑based organisations, diplomatic missions, and individuals receiving foreign funding or support. Key features of the Bill include: 👉Mandatory registration for “agents of a foreigner” 👉Ministerial approval needed for certain foreign funding 👉Limits on policy advocacy and related activities 👉Expanded powers for disclosure, inspection, and enforcement 👉Strict penalties, including fines and long prison terms Our Legal Alert written by @MosesJAdrikoSc @ntalex1 Hussein D. A panel discussion on social protection, moderated by @ntalex1, Legal Associate at @MMAKS_Advocates. Linda Nabakooza, Director of Supervision & Market Conduct, @urbraUg, highlighted @urbraUg’s efforts in ensuring social protection for both public and private ,informal sector workers, particularly focusing on retirement benefits. She also emphasized ongoing public awareness campaigns to educate individuals about the importance of planning for retirement and accessing relevant benefits. Richard Bugirwa, Secretary General, National Organization of Trade Unions (NOTU), discussed NOTU's critical role in advocating for the social and economic welfare of workers in the informal sector. He also outlined specific initiatives undertaken by NOTU to ensure labour unions actively promote social protection measures and advocate for workers' rights. Day two: Panel discussion on employment litigation moderated by @patrickturinaw1. @ntalex1, Principal Associate @MMAKS_Advocates highlights the challenge of gathering evidence when employees are terminated, with their emails blocked and laptops confiscated. This hinders the ability to present evidence effectively. Additionally, the high turnover rate in some organizations poses difficulties in finding witnesses who may have already left. Kenneth Tumusiime, Partner @GreystoneLawUG notes that employment disputes often revolve around procedural issues, such as the jurisdiction of courts. He cites confusion regarding the appropriate court for filing cases, with discrepancies between worker's compensation matters (to be filed in magistrates court or high court) and labour matters (to be filed before the labour office and the industrial court). He further encourages lawyers, especially when representing an employee, to be well-versed with the disciplinary procedures. A lawyer should be able to assess whether the employer followed these procedures properly, as any deviations could be grounds for seeking compensation and damages for the employee in cases of unlawful termination. He reiterated the importance of attention to detail and thorough understanding of legal processes in employment litigation. #Litigation24
