He wants the states to submit their ballot by mail lists to the USPS 60 days prior to an election so they can assign a barcode to everyone. If you're not on that list. You don't get a mail in ballot. So whatever you do don't move from September to November.

@TheTonus This statute is the most applicable IMHO "[a] building or structure shall not be erected on any reservation, park, or public grounds of the Federal Government in the District of Columbia without express authority of Congress." 40 U.S.C. § 8106.

The judge's argument falls short in two places: 1. Historically, Congress hasn't approved the majority of White House improvements. 2. Given the project's private funding, the judge's rule that Congress' "power of the purse" has to weigh in doesn't apply. It's a donation.
