what laws exist about modifications to the White House? I'm specifically thinking in terms of the Obama basketball court as a recent example, but there are other modifications that take place on a regular basis. Congress doesn't vote on each one, and I doubt that Congress has voted on much of any of them (voted to allocate funding for them, yes. voted to approve/deny them, no)
