Wrong, it's actually for vessels heading east towards Singapore or south along the African coast. These floating armories provide anti-piracy security services. You board armed guards and weapons at Fujairah, then offload them in Sri Lanka on the way east, since Singapore doesn't allow firearms into port. I’ve personally used the service. They also typically supply a lot of barbed wire, razor wire, and dummy guards as well.

@carlworker From what I understand, a resolution only needs one sponsor, and you can sponsor something even if you plan to vote against it later. So I’m not sure what all the fuss is about.
