The man behind this is Steve Maviglio, he's the former communications director for Governor Gray Davis

California’s cap-and-trade regime—sold as the virtuous tax on “polluters”—has quietly extracted billions from your gas tank and electric bill under the banner of “climate justice.” One flagship program, the Solar on Multifamily Affordable Housing (SOMAH) initiative, has received roughly $1 billion since 2015 to install solar panels on low-income apartment roofs and slash tenants’ utility bills. According to the program’s own data and CAL DOGE’s forensic audit, only $72 million was actually spent on buying and installing solar hardware.
