During the session of the Provincial Assembly of Sindh, the Honorable Chief Minister of Sindh, Syed Murad Ali Shah, spoke in favor of the resolution, asserting that: Sindh is an ancient, historically unified civilization with a distinct identity that predates modern borders, and emphasizing that Karachi, historically Kolachi and the province’s port, economic hub, and gateway to the world, has always been an integral part of Sindh despite serving as Pakistan’s first capital; it recalled Sindh’s key milestones, including its 1936 separation from the Bombay Presidency, its 1943 approval of the Pakistan Resolution, resistance to the One Unit scheme, and restoration of provincial status in 1970, while citing constitutional protections such as Article 239 to stress that altering provincial boundaries is unlawful without due process, and unequivocally rejecting any attempt to divide Sindh or make Karachi a separate province as unconstitutional, undemocratic, and a threat to national unity, reaffirming the Assembly’s commitment to defend Sindh’s unity, territorial integrity, and historical identity, and urging all political forces to avoid divisive narratives. @MuradAliShahPPP @SindhCMHouse #ProvincialAssemblyOfSindh

وزیراعلیٰ سندھ سید مراد علی شاہ کی جانب سے سندھ اسمبلی میں قرارداد پیش۔ سندھ محض انتظامی اکائی نہیں بلکہ دنیا کی قدیم ترین زندہ تہذیبوں میں سے ایک ہے۔ موئن جو دڑو کی سرزمین، وادیٔ سندھ تہذیب کا گہوارہ ہے۔ سندھ شاہ عبداللطیف بھٹائی، سچل سرمست، عبداللہ شاہ غازی اور لعل شہباز قلندر کی دھرتی ہے۔ سندھ کی شناخت، زبان اور ثقافتی تسلسل جدید سیاسی سرحدوں سے قبل کا ورثہ ہے۔ تاریخی یلغاروں، سلطنتوں اور نوآبادیاتی ادوار کے باوجود سندھ کی وحدت برقرار رہی۔ تاریخ میں کئی حملہ آور آئے اور چلے گئے مگر سندھ متحد اور ناقابل تقسیم رہا۔ کراچی تاریخی طور پر کولاچی کے نام سے معروف تھا، یہ سندھ کی سرزمین سے ابھرنے والا شہر ہے۔ کراچی سندھ کی بندرگاہ، تجارتی مرکز اور دنیا سے رابطے کا دروازہ ہے۔ قیام پاکستان کے بعد 1947 میں پہلا دارالحکومت بننے کے باوجود کراچی جغرافیائی، تاریخی اور جذباتی طور پر سندھ سے جدا نہیں ہوا۔ 1936 میں طویل آئینی و جمہوری جدوجہد کے بعد سندھ کی بمبئی پریزیڈنسی سے علیحدگی تاریخی سنگ میل ہے۔ سندھ کی سیاسی شناخت کی بحالی عوام کی قربانیوں اور شعور کا نتیجہ ہے۔ قرارداد میں 3 مارچ 1943 کو سندھ اسمبلی کی جانب سے قرارداد پاکستان کی منظوری کا تاریخی حوالہ برصغیر کے مسلمانوں کیلئے علیحدہ وطن کے مطالبے کی توثیق میں سندھ کا کلیدی کردار تھا۔ سندھ اسمبلی پاکستان کے قیام میں بنیادی کردار ادا کرنے والی اولین صوبائی اسمبلی تھی۔ جس اسمبلی نے پاکستان کے قیام کی حمایت کی وہ اپنی تاریخی سرزمین کی تقسیم کی اجازت نہیں دے سکتی۔ 1955 میں ون یونٹ اسکیم کی مخالفت سندھ کے عوام کی مزاحمت تھی۔ 1970میں سندھ کی الگ حیثیت کی بحالی عوام کے عزم کی گواہی تھی۔ 1973 کے آئین میں وفاقی ڈھانچے کی توثیق کی گئی۔ آرٹیکل 239 کے تحت دو تہائی اکثریت کے بغیر صوبائی حدود میں تبدیلی ناممکن ہے۔ سندھ کو پاکستان فیڈریشن میں تاریخی اور جداگانہ اکائی کے طور پر شامل کیا گیا۔ سندھ قرارداد پاکستان منظور کرنے والا پہلا صوبہ ہے۔ کراچی سے کیٹی بندر، کشمور سے کارونجھر تک عوام کی مشترکہ کاوشوں کا اعتراف ہے۔ کراچی پاکستان کی معاشی شہ رگ اور اتحاد کی علامت ہے۔ سندھ کی تقسیم یا کراچی کو علیحدہ صوبہ بنانے کی کوئی بھی کوشش تاریخ، آئین اور جمہوری اقدار کے منافی ہے۔ ایسی کوئی بھی کوشش قومی یکجہتی اور وفاقی ڈھانچے کیلئے خطرہ ہے۔ ایوان کی جانب سے سندھ کی تقسیم یا کراچی کو الگ صوبہ بنانے کی کسی بھی سازش کی دوٹوک مذمت۔ کراچی سندھ کا اٹوٹ اور ناقابلِ تنسیخ حصہ ہے اور رہے گا۔ سندھ کی وحدت، جغرافیائی سالمیت اور تاریخی شناخت مقدس امانت ہے۔ آئینی، جمہوری اور سیاسی طریقوں سے سندھ کے دفاع کے عزم کا اعادہ۔ تمام سیاسی قوتوں کو تقسیم پر مبنی بیانیے اور اقدامات سے گریز کی اپیل۔ @MuradAliShahPPP @SindhCMHouse #ProvincialAssemblyOfSindh
