@AlexBarnicoat_ This is happening because of Pakistan. They have a defence agreement with Saudi Arabia. But Pakistan has very close ties also with Iran. Pakistan is in between a rock and a hard place. So they've come up with a solution - a non aggression treaty, negotiated by Pakistan
