No, police officers cannot pronounce death after shooting a suspect; they have a strict legal and policy-driven "duty to render aid" and must treat the suspect as if they are alive until medical professionals arrive. [1, 2, 3] Modern law enforcement policies dictate a precise, mandatory sequence of actions immediately following an officer-involved shooting: [1, 2] 1. Neutralize and Secure the Threat Before any medical intervention can begin, officers must ensure the scene is entirely safe. [1, 2] •Approach with caution: Officers will approach the downed suspect to ensure they no longer pose a threat. •Handcuff the suspect: Standard procedure requires officers to handcuff and search the suspect. Even if a person appears unresponsive, this is done to prevent a sudden resumption of violence if the suspect is merely stunned or feigning injury. [1, 2, 3, 4] 2. Request Emergency Medical Services (EMS) Simultaneously or immediately following the shooting, dispatchers are notified to send paramedics to the scene. An ambulance is automatically dispatched to every officer-involved shooting, regardless of how fatal the injuries look to the officers on the scene. [1, 2, 3, 4] 3. The Duty to Render Aid Over the last decade, major police reform and standardizing agencies like Lexipol and the Police Executive Research Forum (PERF) have established that officers have a legal obligation to provide first aid once the scene is safe. [1, 2, 3] •Transition to Guardians: Officers must pivot from utilizing deadly force to attempting to save the suspect's life. [1, 2] •Trauma Care: Officers are trained in tactical first aid and are expected to apply pressure to wounds, utilize chest seals, pack gunshot trauma, or apply tourniquets. [1, 2, 3, 4, 5] •Basic Life Support: If the suspect lacks a pulse or stops breathing, officers are required to perform CPR until paramedics arrive to take over. [1, 2, 3] The Only Exception: Injuries Incompatible with Life The only scenario where an officer will not attempt to render aid or perform CPR is if the suspect has suffered an injury completely incompatible with life (such as decapitation or total bodily fragmentation). In those rare, obvious instances, the officer will still not formally pronounce death, but they will protect the scene as a homicide/critical incident investigation and wait for the coroner or medical examiner.

@CaptainCons When a member dies in office, it is a fairly common action. It allows the governor to appoint someone without putting their finger on the scale of the election and (in theory) ensures that the voting preference of the last elected member is adhered to.
