@pioo1979 @cyber_razz You still need a valid on line(directly connected) route to cause an arp. Otherwise you get "Network is unreachable". It will never ever arp unless you tell the routing table the host is directly connected. You didn't specify any route, so proxy arp is not reasonable here.
