I think the higher ups in the church are the ones who have a responsibility to do it. Surely they see what is going on. It is definitely not a good luck for the church. That said, Protestants and others do it as well but I think the difference is that Catholics really fall under one church and answer to the Pope. The silence is deafening from the high ups.
