Hey! Video editor here! That right there is what we call a “morph cut”
When you cut silence out of a video it leaves a jump cut. Which can be quite jarring. This transition is used to morph the last frame and first frame to hide the cut.
The likely situation here is trump stuttered or messed up his words and he didn’t want to rerecord the entire thing so he just resaid that one sentance
Or possibly the editors cut down on it for time. To make the video shorter and to the point
