this is close. it's more like: if we assume panpsychism (i do for the purpose of argument because it's simpler, but i can work with more deflationary proposals) digital computers cleave up/discretise their state space (for error correction) such that the qualia experienced by every point within the digital computer has little chance of influencing the qualia of every other point. so you don't get much in the way of phenomenal self-reflection nor holistic behavioural effects. it's unlikely that the behavioural output is representative of the experience of the chip as a whole. digital computers put phenomenal consciousness in a straightjacket in order to make their functionality more reliable/deterministic. this is bad for the digital computer!

Mansplaining is kind of just how men talk. In the same way that women figure out problems through venting out loud, men figure out their solutions by explaining through their models of how things work. It's (usually) not condescending.
