Yes to the call to focus more intensively on below basic proficiency. We ALL need to do more and invest more in those students who are the furthest behind. Reading proficiency isn't a measure of schools and instruction alone; but a vital indicator of how the child is thriving.

This is an IMPORTANT read -- with all the debates of having or not having standardized tests. The truth is they have value ONLY WHEN used well and for the right purpose and understanding; narrative matters to make sense of this data.
