I’ve been saying he might only be Two-Face from the get go in this movie. Matt Reeves didn’t do any origins of any villain in Part I.
His idea was always that the majority of the rogues gallery is already out there and has either already met Batman or will eventually.

It's exactly the kind of story I come to doctor who for. A little horror, a little schlock, a little sci fi. It could fit well into any era. It's just a solid, fun adventure that hits some of my favorite notes. WHY DO PEOPLE NOT LIKE THIS ONE????
