Some news: After 26 years in the World Bank’s Development Research Group, I have decided to take early retirement at the end of 2025 . The Bank gave me the freedom to explore how culture, politics, and economics intertwine in shaping people’s lives — and to work with inspiring colleagues and communities across the world. From March–June 2026, I’ll be Distinguished Scholar-Practitioner in Residence at Northwestern University’s Buffett Institute, while continuing as a member of CIFAR and a non-resident fellow at the Center for Global Development. The next phase: independent research, writing, and teaching.

5 years ago today my family and I took a US Gov't evacuation flight as COVID swept the globe. Today USG is doing all it can not to help citizens, but to undermine the bureaucracy. To the #MissionDrivenBureaucrats who work for all of us around the globe: stay strong. We need you.

The social contract is fraying. Our states oft can't "deliver" - & when they do that doesn't seem to satisfy, with democratic backsliding and populism the result. We argue this is because 'capacity' is not just technical - it is also relationships between citizen & the state.👇
