The incident occurred on July 28, 2023, in Carroll County during a multi-county pursuit of an armed suspect driving a stolen vehicle. Kilbourne joined the chase after dispatch alerted him. Following an internal review, he received a six-month suspension without pay and resigned from the agency on January 13, 2026. KSP Commissioner Phillip Burnett Jr. called the video “unacceptable” and said Kilbourne “violated the sacred duty of policing.”
