TAWI-TAWI TOPS PH LIST OF STRUGGLING READERS More than three in four learners in Tawi-Tawi are struggling readers, the highest in the Philippines, according to the Comprehensive Rapid Literacy Assessment (CRLA) conducted at the start of School Year 2025–2026. Data from the Second Congressional Commission on Education (EDCOM II) shows 75.60% of students in the Tawi-Tawi Schools Division fall under struggling readers. Other divisions with the highest percentages include Maguindanao del Norte (65.38%), Special Geographic Area in North Cotabato (64.49%), Zamboanga City (60.72%), and Sarangani (60.57%).
