This is what industrial decline looks like: fewer factories, less investment and 61,000 fewer manufacturing jobs. Canada lost another 16,800 manufacturing jobs in June. Since January 2025, the sector has shed 61,000 positions, a 3.2% decline. Meanwhile, U.S. manufacturing capacity continues to expand. The investment numbers explain why. KPMG surveyed 275 Canadian manufacturers and found 42% have moved production to the United States or plan to do so. Fifty-seven per cent have paused, reduced or cancelled capital projects. More than half say they are operating in “endurance mode.” Canada eliminated the consumer carbon charge but retained industrial carbon pricing. The national benchmark is $95 per tonne in 2026 and rises to $100 next year. That cost lands in the industrial supply chain: steel, cement, chemicals, fertilizer, fuel and electricity. Add slow approvals, weak productivity and years of investment uncertainty, and the outcome should surprise no one. Factories are not secured through announcements. They are won through competitive costs, reliable energy, faster approvals and confidence that the rules will not keep changing.
