Federal + FICA (Social security & Medicare) + a typical state would be closer to ~18–19%. And for arguments sake, even if it WAS 31% …. 31% of $52,000 is $16,120 which would leave Joe with $35,880, NOT $31,231. That’s not a rounding error, that’s just failing basic arithmetic. So yeah maybe double-check the math yourself next time before questioning someone else’s.
