This is campaign fund laundering. Publisher pays an advance to Newsome on the promise his campaign will buy the books. Campaign takes cash from donors and gives it to publisher to reimburse payment to Newsome. It's theft.

Gavin Newsom just used his own PAC to buy $1.5 million worth of his own book. Even more comically, that accounts for 2/3 of the entire print sales.
