Anyway, resign still. Resignation is effective the moment you send in an email or message. It's not your business or your fault that their channels are not reachable. It is THEIR RESPONSIBILITY to make them available. You have a civil right of association, protected and guaranteed by the constitution. So send in your resignation letter by email or text.
