Another approach is to simply put a cap on the number of votes a delegate can carry.

at a certain point, voters should be incentivized to seek out more diverse voices for their votes to count.

sure, delegation lets you put your votes behind experts-on-the-ground, but there's a huge cost:
centralization that *favors* inactive voters who pool their votes.
the solution: each vote given to an individual delegate should count less than the one before.

Transferable governance tokens are all about giving *more* power to "those who most want to rule".
