Lot of people don't get that 200ms for action round trip *on web* is completely fine on avg. Conversion rates aren't *that* sensitive
Obsessive optimisation is higher status on twitter/reddit/HN (& v fun), but often fails to optimise user impact return on dev time investment

There used to be a Government group that specialised in looking at dealing with unlikely disasters - whether supply chains or others. I can't remember the name of the group or whether it still exists. It was probably cut in one of the rounds of austerity.
Thinking about the unthinkable before the unthinkable happens is usually helpful.

Local authorities in the UK have centrally mandated obligations but very little influence, ability to raise their own revenue, or ability to deal with broken markets (eg. care homes, waste management). They're mostly in a bad financial state.
