@kyledcheney I sort of agree with an element of his point: You can say "We've clarified the point so there's no confusion," but I don't know why I should expect that anyone pretending it was remotely unclear before would be less willing to deny obvious reality now.

Trump has been making a version of this erroneous claim for some time. No one supporting this measure has conceded Pence had the power to do anything Trump wanted him to. They are just seeking to make what was already obvious explicit in law.
