Legal Update: Climate Change Bill Gazetted The Climate Change Management Bill for Zimbabwe was Gazetted last Friday. The next stage are Parliamentary Public Hearings. ZELO has been actively involved in the Bill formulation processes, including participation in expert and stakeholder consultations. Below are key provisions: 1. Climate Change Management Department (CCMD) becomes a statutised body that will drive climate actions in Zimbabwe 2. Establishment of a National Climate Fund 3. Recognition of climate change related procedural rights-on access to climate change information, participation in implementation of climate change programmes, and the right to benefit from climate change programmes although these rights are only a guide. 4. Establishment of a National Emission Trading and levy system which includes a national carbon trading system 5. Regulation of Carbon Trading and Markets. SI 48 of 2025 that regulates carbon trading will now be regulated under the Climate Change Act in the Second Schedule. 6. Establishment of a Loss and Damage Unit and Climate Transparency and Compliance Unit. 7. Public participation, stakeholder consultations and engagements are central to climate change management. The Bill provides for participation of different groups in climate change programmes including youths, children, the elderly, sick, disabled, and women. 8. Mainstreaming of climate change in operations of government entities and departments and appointment of climate focal officers within entities. 9. Provides for the imposition of duties on the private sector, including the requirement to appoint environmental or sustainability officers and submission of emission targets and independent audits of climate change impacts.
