I’m so proud of Quezon City for charging ahead and taking the issue of flood control by its horns - dalawang presscon and weeks of fact-finding to establish the facts and conclusions dito sa QC. According to Mayor Joy Belmonte based on her press con and numerous interviews, these are some of the facts about flood control in QC: 1. Seventeen (17) Billion pesos in flood control projects were implemented by the DPWH in Quezon City and around 2.6 Billion pesos were lost in ghost projects. 2. District 5 has no ghost projects while Districts 1, 2, and 3 have a few ghost projects (less than ten) and Districts 4 and 6 have a lot of ghost projects (more than twenty). 3. Some flood control projects come from the NEP while some come from budget insertions (unclear if by Bicam or Small Committee). Mayor Joy turned over the City’s findings to the Independent Commission for Infrastructure (ICI) for further investigation. And I think QC is the FIRST and only city so far to give the ICI a report about flood control projects in their jurisdiction (with data not just about project title or cost but verification whether the project was implemented or a ghost project).
