@StephenJ_Caruso I can’t speak to intent, but as a result of construction there is limited seating and signs do state that the benches are for customers holding tickets and seating is limited to two hours.

Two Amtrak police officers at 30th Street Station with a police dog in tow just went down a bench full of people asking them to show tickets and then their destination if they didn't have one.
