If she didn't and her photo on Id had the hijab (headscarf), then no reason for the employee to ask her to remove the headscarf.

I'm an ex-banker of a Singaporean bank and I never heard/witness women were forced to take off their hijab to withdraw their own funds.
Their ID card and signature are more than enough, no hate/discrimination needed.
