Apartheid started in 1948 with the election of the Nats, with most of its implementation in the 50s and 60s. It was ended by referendum in 1992. That's 44 years. First BEE deal was in 1993/94. So, it's been 33 years. Is it working yet? Problem is that BEE doesn't actually help impoverished black people. It only helps already politically connected elites. Many of whom aren't black.
