The word there is lawless. Look at the greek, and you will see that it is not a specific reference to the law of Moses.
In fact, he’s making a direct reference to one of the Commandments of Jesus listed further down in the chapter. And this commandment is not part of the 10 nor the old covenant.

The book of Hebrews is the absolute…
I mean, the absolute greatest dismantling of legalism in all of scripture.
Because throughout the book, the writer explains how Jesus is greater than every aspect of the old covenant and the old temple system. He even goes farther and explaining that Jesus has brought a new covenant that is superior in every way, and doesn’t require legalism.
Jesus is the answer to the bondage of the law, and this covenant belongs to everyone, not just Jews.
